FLOODS commissioner Cate Holmes has launched a spirited defence of her inquiry, arguing it would be a "tragedy" if the public focussed on forensic details and ignored the inquiry's work to improve safety.

In a closing statement today, the Appeals Court justice said her inquiry had implemented changes, including boosting the number of swift-water rescue teams, improved disaster management arrangements and evacuation-centre planning and recommended a "complete overhaul" of the Wivenhoe dam manual.
